The signs are visible in declining opportunity, growing isolation, and a weakening of the local institutions that once helped people navigate hardship. Problems that would once have been noticed early now have more room to grow.</span></p><p><span>In other communities, progress is real&#8212;but it is brittle. Families may be better off on paper, yet everyday stability remains surprisingly fragile. A missed paycheck, a medical issue, or an unexpected setback can quickly become a crisis when there is little margin for error.</span></p><p><span>The paradox is hard to miss: </span><strong><span>we Americans are spending more, managing more, and measuring more&#8212;while everyday wellbeing slips further out of reach.</span></strong></p><p><span>Consider this: In neighborhoods separated by just a few miles, </span><strong><a href="https://societyhealth.vcu.edu/work/the-projects/mapping-life-expectancy.html?utm_source=chatgpt.com#gsc.tab=0"><span>average life expectancy can differ by</span></a></strong><a href="https://societyhealth.vcu.edu/work/the-projects/mapping-life-expectancy.html?utm_source=chatgpt.com#gsc.tab=0"><span> </span></a><strong><a href="https://societyhealth.vcu.edu/work/the-projects/mapping-life-expectancy.html?utm_source=chatgpt.com#gsc.tab=0"><span>twenty years or more</span></a></strong><span>. We are not comparing countries, but two distinct neighborhoods. How can that be?</span></p><p><span>Across health care, social services, education, and governance, the same patterns repeat.</span></p><p><span>There is a gap&#8212;not of funding or intent, but of scale. Footing</span></strong></h3><p><strong><span>Large systems are very good at what they are designed to do</span></strong><span>:</span></p><ul><li><p><span>Standardize</span></p></li><li><p><span>Professionalize</span></p></li><li><p><span>Scale</span></p></li></ul><p><span>Systems build highways, finance mortgages, run hospitals, and administer benefits to millions of people. But for tens of millions of Americans, they are not achieving the outcomes that matter most.</span></p><p><span>Consider healthcare.</span></p><p><span>The United States does not lack medical expertise, spending, or technology. It lacks a delivery environment rooted in place&#8212;one that cultivates the conditions that nurture health day-to-day.</span></p><p><span>Our health system is optimized to treat episodes of illness, not lives. The system excels at treating acute cases and intervening after crises emerge, not at promoting wellness. It is not equipped to cultivate the conditions that sustain health over time. And because the social and relational infrastructure of many neighborhoods has thinned, more and more of life&#8217;s strain is routed into clinics, emergency rooms, and prescription pads.</span></p><p><span>What looks like a medical failure is often a neighborhood failure upstream. Even as health care spending has risen, deaths from suicide, drugs, and alcohol have surged. </span><strong><span>In 2022 alone, </span><a href="https://www.economist.com/united-states/2023/12/23/the-deaths-of-despair-narrative-is-out-of-date"><span>more than 200,000 Americans died</span></a><span> </span></strong><span>from these causes&#8212;losses that unfolded largely outside the field of vision of our health system.</span></p><p><span>Social services follow a similar path.</span></p><p><span>Programs multiply. Spending rises. Metrics improve. Yet hardship remains persistent&#8212;and increasingly concentrated geographically. Assistance is delivered efficiently to individuals, while the places in which hardship clusters remain fragile, constraining opportunity and increasing exposure to risk.</span></p><p><span>Over the past half century, the U.S. has built a vast social-service apparatus. Trillions of dollars now flow each year through food assistance, income supports, housing programs, and workforce initiatives. We need to rethink our model.&#8221;</span></strong></em></p></blockquote><p><span>Government has followed a similar arc.</span></p><p><span>Public institutions have grown larger, more specialized, and more capable&#8212;while feeling less responsive to everyday life. </span><strong><span>Organized vertically by function rather than horizontally by place</span></strong><span>, they act on neighborhoods more often than with them. Decisions are made far from the contexts they affect, guided by rules designed for uniformity rather than fit.</span></p><p><span>From the ground it feels like:</span></p><ul><li><p><strong><span>Activity without coherence</span></strong></p></li><li><p><strong><span>Engagement without empowerment</span></strong></p></li></ul><p><span>And when outcomes disappoint, the instinctive response is predictable: build another program, add another layer, scale the system further. The paradox is that this instinct, however well intentioned, often deepens the very problem it is meant to solve.</span></p><h3><strong><span data-color="#45bfb5" style="color: rgb(69, 191, 181);">Neighborhoods as the Missing Piece</span></strong></h3><p><span>What is missing from most reform efforts is not better policy, but a different starting point.</span></p><p><span>Neighborhoods are not sentimental abstractions. They are the operating environment in which policies succeed or fail. They are where risk either accumulates inconspicuously&#8212;or gets absorbed early, before it becomes a crisis. They are where outside help either builds local capacity or drains it away.</span></p><p><strong><span>When neighborhoods are strong, systems work better with less effort. </span></strong><span>When neighborhoods are weak, systems must work harder and harder to achieve diminishing returns.</span></p><p><span>Consider Bonton, a small neighborhood in South Dallas.</span></p><p><span>For decades, Bonton was physically isolated and institutionally neglected, with few local anchors and little opportunity. Well-intentioned services came and went. None stuck.</span></p><p><a href="https://www.bontonfarms.org/"><span>Then something different happened</span></a><span>.</span></p><p><span>There was no new program or master plan. </span><strong><span>The work started with place.</span></strong></p><p><a href="https://ssir.org/articles/entry/bonton-farms-place-based-systems-change-bonding-bridging-capital"><span>People built institutions inside the neighborhood</span></a><span>&#8212;slowly, relationally, and with residents at the center. A small farm became a gathering point. Work became a way to rebuild trust. Informal leaders emerged. Then more institutions followed, including health care and education. businesses&#8212;</span><strong><span>with informal leaders, networks, and norms that ultimately determine whether initiatives actually work</span></strong><span>. These informal elements rarely appear in budgets or logic models. But they decide whether help lands&#8212;or slides off.</span></p><p><strong><span>Historically, local institutions did quiet, but essential work.</span></strong><span> They intervened early and before problems hardened. They created </span><strong><span>role density</span></strong><span>&#8212;people encountered one another as neighbors, volunteers, parents, and leaders at once. Care was routine rather than exceptional.</span></p><p><span>As responsibility has moved upward into professional systems, much of that early, personal capacity has withered. What remains is a society that responds late, expensively, and impersonally to problems that once would have been addressed early, cheaply, and relationally.</span></p><p><span>Problems that might once have been noticed by a neighbor, teacher, pastor, or local business owner are now more likely to surface only after they have become serious enough to require costly professional intervention.</span></p><h3><strong><span data-color="#45bfb5" style="color: rgb(69, 191, 181);">Why Neighborhood Flourishing Changes Everything</span></strong></h3><p><span>If we reorient reform around neighborhood flourishing, four things change:</span></p><p><strong><span>1. Higher impact per dollar spent.</span></strong><span> Investments anchored in strong local ecosystems leak less. Fewer problems escalate into crises that require costly downstream intervention.</span></p><p><strong><span>2. Faster learning. </span></strong><span>Neighborhoods generate rapid feedback. What works becomes visible quickly. What fails is corrected early.</span></p><p><strong><span>3. Greater legitimacy. </span></strong><span>Policies feel responsive when people see local institutions leading the way rather than bypassed by distant systems.</span></p><p><strong><span>4. Better alignment between systems and communities</span></strong><span>. Large institutions support local effort instead of supplanting it&#8212;reinforcing capacity rather than crowding it out.</span></p><p><span>This shift requires a different posture. </span><em><span>It means investing in local institutions&#8212;even when they are small, uneven, or hard to standardize.</span></em></p><p><span>Most of all, it requires humility from large systems: They can focus on what only scale makes possible, while local ecosystems translate that support into everyday flourishing.</span></p><p><span>More places begin to thrive&#8212;not because they are rescued from above, but because they are supported in rebuilding from within.</span></p><p><span>The path forward is not bigger or smaller government, more or less spending, or left versus right.</span></p><p><strong><span>The path forward is a rebalancing&#8212;between the vertical power of systems and the horizontal strength of neighborhoods.</span></strong></p><p><span>What we have neglected is the ground beneath us: the neighborhoods themselves.</span></p><ul><li><p><span>The streets where children grow up</span></p></li><li><p><span>The blocks where problems first appear&#8212;or quietly get absorbed</span></p></li></ul><p><span>Strong neighborhoods create margin.
